Residence Permit in Turkey After e-Visa: Application and Process
Transition from e-Visa Entry to Residence Permit in Turkey
For a foreigner who enters Turkey with an e-Visa, the visa grants the right to enter the country and stay for a specific period, while a residence permit is a separate authorization document that legally allows longer stays in Turkey. According to the definition by the Presidency of Migration Management, a residence permit is 'a permit document issued for staying in Turkey' under Law No. 6458 on Foreigners and International Protection. Therefore, entering with an e-Visa alone does not mean the right to stay in Turkey for an extended period.
Foreigners who will stay in Turkey longer than the period granted by their visa or visa exemption, or longer than ninety days, are required to obtain a residence permit. This rule also applies to those who entered with an e-Visa. If your stay plan in Turkey will exceed the period granted by your visa, you must apply for a residence permit before this period expires. For the distinction between entry and stay in Turkey, it is useful to additionally check the Turkey entry visa framework.
e-Visa Does Not Automatically Convert to Residence Permit
There is no 'automatic transition' to a residence permit after entering Turkey with an e-Visa. The foreigner must separately apply for a residence permit. The application is submitted online through the Presidency of Migration Management's e-İkamet system. The official channel used for initial applications, extensions, and change of residence type applications is the e-İkamet system.
If your purpose of stay in Turkey has changed or your stay will exceed the visa period, the residence permit application should be planned before the visa period expires. After creating the application form through the system, the process is not completed only with the online stage; there are also appointment and Provincial Directorate of Migration Management stages.
Where to Apply?
The residence permit application is first made through the e-İkamet system. The foreigner who completes the application must be present at the provincial or district migration management directorate in the province where they wish to live on the appointment day determined by the system. A foreigner who is not present at the provincial or district migration management directorate on the appointment day without a valid excuse is considered as never having applied. The appointment date is an important stage that determines whether the application will actually continue.
Which Type of Residence Permit Can Be Selected?
The type of residence permit that can be applied for after an e-Visa is determined according to the person's purpose of stay in Turkey. The Presidency of Migration Management states that for a short-term residence permit, the foreigner must meet the conditions specified in Article 32 of the Law. The purpose of stay is expected to be compatible with the application type. For example, if there is an educational, work, investment, or different legal purpose, the file must be prepared according to this purpose. If there is an educational purpose, the student residence permit process should be evaluated separately. According to the Presidency of Migration Management's explanation, a work permit substitutes for a residence permit.
Basic Conditions for Short-Term Residence Permit
A foreigner applying for a short-term residence permit must provide supporting information and documents related to their purpose of stay in Turkey. Additionally, not falling under Article 7 of the Law and having accommodation conditions that meet general health and safety standards are among the required conditions. These statements show that the application is not just about filling out a form; the person's purpose of stay, address, and general eligibility are evaluated together.
Valid health insurance is also an important topic in residence permit applications. According to the Presidency of Migration Management's explanation, valid health insurance must cover the requested residence permit period. There are some exceptions to this: the financial means assessment and valid health insurance requirement are not sought from foreigners whose health-related expenses are covered by relevant public institutions and organizations. Regarding companions, the valid health insurance requirement may not be sought in situations specified in the law.
For How Long Can a Residence Permit Be Issued?
Short-term residence permits can be issued for periods of up to two years each time, except for foreigners who will make investments and citizens of the Turkish Republic of Northern Cyprus. For foreigners who will make investments and their foreign spouses, and the minor or dependent foreign children of themselves and their spouses, residence permits can be issued for periods of up to five years each. For foreigners who are citizens of the Turkish Republic of Northern Cyprus, a period of up to five years is also envisaged.
There is a special situation for foreigners who complete their higher education in Turkey. Foreigners who apply within six months from their graduation date can be granted a residence permit for a maximum period of one year, for one time only. Timing is important in such applications.
Extension Should Not Be Confused with Initial Application
The application made by a foreigner who newly enters Turkey with an e-Visa is generally an initial application. If there is a previously obtained residence permit and its period continues, the subsequent process may be an extension. Extension applications are made from sixty days before the residence permit period expires and in any case before the residence permit period expires. At this stage, the difference between residence permit extension and initial application should not be confused.
In an initial application, the person's purpose of stay in Turkey and residence permit type are evaluated for the first time, while in an extension, it is examined whether the conditions for the continuation of the existing permit are still met. If a change of residence type is required, the application should be made accordingly.

The main framework for transitioning to a residence permit after entering Turkey with an e-Visa is clear: the stay period and purpose of stay are correctly evaluated, the appropriate residence permit type is selected, the application is made through e-İkamet, and one must be present at the relevant Provincial Directorate of Migration Management on the appointment day. Preparing the file in accordance with the application type is decisive not only for initiating the process but also for making the request understandable during the evaluation stage.
